Rapist Monitored by Police Attacked and Raped Victim on Street

A sex offender in Aberdeen abducted and raped a women in the street despite being monitored by the police at the time.

Daniel Walsh was being monitored by police but still manage to subject his victim to a 90 minute ordeal in an attack that was deemed  “prolonged, vile and depraved”

High Rish Offender

The high-risk offender, who had a history of sexual offences, threatened to shoot the victim in order to get her off the street, when she was enroute to meet a friend.

Walsh managed to evade police supervision despite being under a Sexual Offences Prevention Order at the time, with a judge stating he had a ‘very high risk of reoffending.

Walsh had already breached a court order twice by going near girls under 17 and had a history of sexual offences with the police having to break into his flat previously to rescue youngsters. In the High Court, Lady Rae condemned Walsh’s attack and described him as a major danger to society.

Danger to Society
 
Rae said: “One cannot even imagine the terror this young woman must have suffered. “It is clear from the Victim Impact Statement that she has suffered greatly at your hands – the psychological impact on her is incalculable.”

Despite the offender being handed a life sentence yesterday, the police refused to release an internal report on the sex offender as it was in the public interest to disclose such information, despite his previous convictions. Walsh was given an Order of Lifelong Restriction meaning that he will only be released from custody when the parole board believes he is fit to re-enter society.

Balance is Required

A Police Scotland spokesman said: “It was concluded that the actions of the authorities were appropriate and could not have predicted the behaviour of Daniel Welsh.

“Keeping the public safe is always the main priority (but) a balance is required between public safety and the right of the individual.

“All aspects of cases are carefully considered at every stage of the process, from psychological and risk assessments, to places of residence and potential security issues.”
